Tender-ready: the certificates, and what each one proves
CAC incorporation, Tax Clearance, ITF and NSITF compliance, BPP and National Database registration, SCUML and a bank reference letter — current copies supplied with every submission.
Incorporated, registered, and current
Peterch Construction Ltd was incorporated in Nigeria in May 2021 and has traded since 2008. For public sector and corporate work the incorporation certificate alone is never enough, so the company maintains the full set of compliance certificates that Nigerian procurement asks for — and supplies current copies with every submission.
| Document | What it is | What it is used for |
|---|---|---|
| Certificate of Incorporation with CAC2 and CAC7 | Company registration and the particulars of directors and share capital | Proves the company exists as a legal person; required in every tender and in any contract |
| Tax Clearance Certificate (TCC) | Evidence of tax filing and payment, renewed annually | Mandatory for public sector tenders and most corporate vendor registration |
| Industrial Training Fund (ITF) compliance certificate | Evidence of compliance with the ITF Act and contribution obligations | Required for tenders and for registration on many vendor lists |
| NSITF compliance certificate | Evidence of employee compensation scheme contributions | Required for tenders; also relevant to site injury cover |
| BPP certificate and registration on the National Database of Federal Contractors, Consultants and Service Providers | Registration with the Bureau of Public Procurement and the federal contractors' database | Required to be considered for federal contracts and to be issued a certificate of no objection |
| SCUML certificate | Special Control Unit against Money Laundering registration with EFCC | Required of designated businesses and non-financial professions, including construction, for banking and corporate engagement |
| Bank reference letter | A reference from the company's bankers confirming the relationship and conduct of the account | Asked for in pre-qualification to establish financial standing |
Certificates expire. Tax, ITF and NSITF compliance is renewed every year, and we always send the current version. If a document on your checklist is out of date in a pack you have been sent, tell us and we will replace it — a stale certificate in a tender is a needless way to lose points.
Company profile and pre-qualification documents
On request we send the full company profile pack, which is the document tender panels usually ask for. It contains:
- Certificate of Incorporation with CAC2 and CAC7
- Tax Clearance Certificate
- ITF and NSITF compliance certificates
- BPP certificate and National Database registration evidence
- Bank reference letter and SCUML certificate
- Company profile: history, lines of business, organisation and management structure
- CVs of key engineering staff deployable to construction sites
- Similar projects executed or completed, with completion certificates
- Schedule of field tools and equipment
We do not claim certifications we do not hold, and we do not describe a completed ₦8 million contract as a ₦100 million one. If your panel needs a document, a registration or a class of work we do not have, we would rather be told we are not eligible than find out after the bid.
Two things sit outside this company and are signed by registered practitioners: statutory valuation reports (ESVARBON-registered Estate Surveyors and Valuers) and survey plans for title (SURCON-registered surveyors). We do not issue either, and a letter from a contractor carries no weight in place of them.
Registrations in plain language
- CAC — Corporate Affairs Commission
- Registers the company. The certificate of incorporation is the document that makes Peterch Construction Ltd a person in law, able to hold a contract, own property and sue or be sued.
- FIRS — Federal Inland Revenue Service
- Issues the Tax Clearance Certificate after tax returns are filed and tax is paid. It is renewed annually, and a gap in it disqualifies a company from public tenders.
- ITF — Industrial Training Fund
- Collects training levy from employers and issues a compliance certificate. Procurement panels use it as evidence that the company meets its statutory employer obligations.
- NSITF — Nigeria Social Insurance Trust Fund
- Administers the Employees' Compensation Scheme, which covers workers injured at work. The certificate shows contributions are being made — relevant to you as much as to us, because an uncovered injury on your site becomes your problem.
- BPP — Bureau of Public Procurement
- Regulates federal procurement and maintains the National Database of Federal Contractors, Consultants and Service Providers. Federal procuring entities check the database before awarding.
- SCUML — Special Control Unit against Money Laundering
- Sits under the EFCC and registers designated businesses and professions, construction among them. Banks and corporate clients increasingly ask for it before opening or operating an account for project funds.
Sending a pre-qualification questionnaire?
Send it with the deadline. We will return the pack, the current certificates and referees for the completed contracts, and we will tell you honestly if any requirement is outside what we hold.
